This is a genuine USGI
poncho liner made by Winston Salem Industries for the Blind in North Carolina under US Government contract
. They are used (previously issued) surplus and will show signs of wear, but fully functional.  There may be marks, fading, minor staining, small hole.  This is one of the most recent issued poncho liners.  It is has vertical stitching rather than the old style fishtail stitching.  The zipper allows you to either lay it out completely to use as poncho liner, or ground cover, or you can zip up as an improvised sleeping bag.  One of the most versatile items you can put in your kit. The outside is USMC digital woodland marpat camo, the inside inside Coyote brown.

but good condition:
more fading or staining, possible small (repairable) hole, but still functional. Zipper is good. Possible loose threads (2-3 issues). There normally isn't much staining, but the fading can be more significant.  With the holes, they are normally wear holes, and only on one side, and could be patched easily. (see second photo). They are clean and have been laundered by DLA.
